Killington Forward Project Receives Additional $25 Million Grant

Work is underway to move Killington Forward – a multi-year initiative to improve the transportation infrastructure in the town and add a much-needed municipal water system. This will all make the forthcoming village by Great Gulf possible.

Crews broke ground in April on phase one of the development, which included major improvements to Killington Road, and we are delighted that the town will be celebrating a grand reopening of the road on July 19th. The bottom of Killington Road will remain a two-way gravel surface until paving is completed by the end of August.

The initial improvements included re-grading the steep incline at the base of the road to ease travel, especially during snowstorms. Groundwork was also installed for water lines and space was created for pedestrian walkways to be added to this section of the road.

Phase 1 was funded by a $47 million loan backed by TIF (Tax Incremental Financing) and will be paid for by an incremental increase of taxes collected on the higher value of the land that Great Gulf plans to develop at the base of the resort.As phase one concludes, work will continue on phase 1a in the spring/summer of 2025. This phase includes work from East Mountain Road and Killington Road to the Lookout, laying the water line from the Grand Hotel down to Ravine Road.

After that, phases 2-4 will begin with the assistance of a $25 million RAISE grant by the federal government. The town had already secured $19.1 million in grants and $34.1 million in loans when it received the Rebuilding American Infrastructure with Sustainability and Equity (RAISE) grant in June, which will greatly speed up the timeframe of the project. The Town has until Sept. 20th, 2028 to begin construction on phases 2-4 and until 2033 to complete them. This additional money should be enough to fund Killington Road improvements from The Lookout Tavern to the beginning of Anthony Way.

Phases 2-4 of Killington Forward include removing the high-speed right-turn slip lane at West Hill Road and replacing it with a new right turn lane, upgraded signal and pedestrian crossing. A new traffic light and pedestrian crossing will be installed at Dean Hill Road. Additionally, about half a dozen crosswalks are planned along Killington Road with rectangular rapid flashing beacons at locations lacking a traffic light. Bus pullouts and shelters will also be constructed. An 8-foot-wide shared use path will be built along the full length of the west side of Killington Road (approximately 2.7 miles) and a new 6-foot-wide sidewalk will be built on the east side from West Hill Road to the Wobbly Barn (1.4 miles) where possible.
